CILCP BECOMES AN ATTENDANT CARE ACT 150
PROVIDER

CILCP announces
they are an Attendant Care Act 150 provider. The
program enables individuals to remain in their home
and perform daily living activities.

(Camp Hill, Pa.) - The Center for Independent
Living of Central Pennsylvania (CILCP) announces they are an
Attendant Care Act 150 provider. The Act 150 program, which
is run by the Pennsylvania Department of Public Welfare, is
available to Pennsylvania residents ages 18 to 59 that have
physical disabilities and are mentally alert. The program
enables individuals to remain in their home and perform
daily living activities.
CILCP, a consumer run and administered nonprofit
organization established to advance the rights of people
with disabilities through the elimination and prevention of
barriers, is committed to providing the best possible
attendant care services through its Personal Assistant
Service program. Also, as an approved and official provider
for the Department of Public Welfare, CILCP's Personal
Assistance Services include assistance hygiene, meal
preparation, housekeeping and support coordination.
CILCP's Act 150 services are available in Dauphin,
Cumberland, Perry, Mifflin, Juniata, Blair Bedford, Lebanon,
Fulton, Franklin and Huntingdon counties.
"We are a unique provider because we not only offer a
personal assistant to assist individuals in their daily
living activities, but we also have an around the clock
hotline, registered nurse visits, consumer quarterly
meetings and much more to assure the consumer is getting
what he or she needs," Executive Director Theotis Braddy
said.
According to the Department of Public Welfare, "The
purpose of the Pennsylvania Attendant Care Program is to
enable individuals with physical disabilities to perform
activities of daily living. Consumers (who choose to be
their own employers,) have ultimate control of their
attendant care services including the right to recruit,
hire, train, supervise, pay and, if necessary, terminate
their personal assistants."
There are two funding sources for attendant care services
in Pennsylvania, Act 150, which uses Pennsylvania state
funds; and the Medicaid Waiver, which uses a combination of
federal and state funds. The primary difference is that the
Medicaid Waiver does not have a weekly fee for the consumer;
while with Act 150 the consumer might have a "sliding"
weekly fee based on income.
Through the Attendant Care Act 150 program, consumers
also have the opportunity to use the Personal Emergency
Response Systems, an electronic device that enables
consumers with a higher risk of being institutionalized to
secure help in case of an emergency. The electronic device
is a "help" button, which is connected to a house phone line
and programmed to signal a response center once the button
is activated. Persons may also wear a portable button,
allowing the individual to continue performing his or her
everyday activities.
Additional services provided by Act 150 include Community
Transition Services, which cover "set-up" expenses for
individuals who make the transition from an institution to
their own home.
CILCP joins 25 other organizations enrolled in Act 150.
