Attendant Care Program

The CILCP has expanded it community based services and is now considered a Waiver Provider.

Attendant Care Waiver

The Attendant Care Waiver provides services to eligible persons with physical disabilities in order to prevent institutionalization and allows them to remain as independent as possible. Even if you are determined ineligible for the Attendant Care Waiver, you may still be eligible to receive services. Under the Attendant Care Waiver, the CILCP offers:

  • Attendant Care and Support Coordination 

Independence Waiver

The Independence Waiver provides services to eligible persons with physical disabilities in order to prevent institutionalization and allows them to remain as independent as possible. Under the Independence Waiver, the CILCP can offer:

  • Daily Living Services (Attendant Care Services): Provides assistance with eating, bathing, dressing, personal hygiene, and activities of daily living.
  • Community Integration: Independent Living Specialists assist consumers in activities that will assist them to participate fully in their community.
  • Service Coordination: Independent Living Specialists work with consumers to coordinate, and facilitate waiver services.
OBRA Waiver

The OBRA Waiver, also known as the Community Services Program for Persons with Disabilities, provides services to persons with developmental disabilities so that they can live in the community and remain as independent as possible (this includes relocating or diverting individuals from a nursing home to a community setting). Under the OBRA Waiver, the CILCP can offer:

  • Daily Living Services (Attendant Care Services): Provides assistance with eating, bathing, dressing, personal hygiene, and activities of daily living.
  • Community Integration: Independent Living Specialists assist consumers in activities that will assist them to participate fully in their community.
  • Resource Management: Independent Living Specialists work with consumers to identify, coordinate, and facilitate waivers services.
  • Service Coordination: Independent Living Specialists work with consumers to coordinate, and facilitate waiver services.

To determine financial or functional eligibility for the Independence & OBRA Waivers , contact United Cerebral Palsy at (717) 737-3477. Be sure to mention that you are requesting the CILCP to be your Waiver Provider after you have been determined eligible. AGING Waiver

The Aging Waiver provides long term care services to qualified older Pennsylvanians living in their homes and communities. Under the Aging Waiver, the CILCP can offer:

  • Personal Care Services: Personal Care Services provided in a consumer's home by a qualified person who is under the supervision of a registered nurse.
  • Attendant Care: Attendant Care services consist of in-home personal care and may include general housekeeping activities.
  • Home Support: Housekeeping and other home management activities including instruction on managing the household.

To determine financial or functional eligibility for the Aging Waiver, contact your local Area Agency on Aging. To find the Aging office serving your county go to http://www.aging.state.pa.us/aging/cwp/view.asp?a=275&Q=177124. Contact your Dauphin County Area Agency on Aging at 717-255-2790. Be sure to mention that you are requesting the CILCP to be your Waiver Provider after you have been determined eligible. COMMCARE Waiver

The COMMCARE Waiver is a Home and Community-Based program developed for individuals with a medically determined diagnosis of traumatic brain injury (TBI). COMMCARE prevents the institutionalization of individuals with TBI and helps them to remain as independent as possible.

Services under this waiver may be provided to individuals living in community settings. For more information contact Ann Neimer or call 731-1900 or 1-800-323-6060.
